To maintain total objectivity and avoid any conflict of interest—real or perceived—Second Look RFP does not provide services, evaluations, or consultations for any projects involving Oregon state agencies or local Oregon government jurisdictions, or firms who propose on projects for public agencies in Oregon. If a prospective client’s inquiry involves an Oregon-based procurement or vendor, we will decline the engagement immediately.2. Post-Award Focus (No Active Pursuits)
Our role is forensic and retrospective. We specialize in After-Action Evaluations (AAE). Therefore:- We do not provide services for live procurements or active bid deadlines.- We do not engage with clients on projects where the final award decision is still pending.- Our analysis is conducted only after the submission process is fully closed and the outcome is known.3. Independence & Non-Influence
Second Look RFP is an independent consultancy.- We do not have "insider" influence over any public agency’s decision-making process.- We do not guarantee future contract awards.- Our value is based solely on a forensic analysis of public records, scoring rubrics, and established procurement behaviors to identify narrative and structural gaps.4. Role Limitation (Clarity, Not Execution)
I am a procurement professional and evaluator, not a bid writer or capture manager.- I do not rewrite proposals, act as a member of a "pursuit team," or provide production support for live bids.- My role is to provide clarity on past performance so that your internal team can improve their own execution on future submissions.5. Confidentiality & Data Security
All client proposals, proprietary business data, and evaluation findings are handled with strict confidentiality. We do not share the specifics of a client’s "Second Look" audit with third parties, ensuring your team’s internal strategies remain protected.
